Believe it or not, all of the original series Command uniforms were originally lime green. In TOS The Original Series gold was reserved for command, red was for engineering and security, leaving science and medical officers with blue. After TOS, command swapped with engineering and security while science and medical officers kept their trademark blue threads.
These movies used different uniforms to give a more action feel and DS9 was to be contemporary to the films, so they changed uniforms as well. The Original Series had the same uniforms throughout. The uniforms had been held back in production so that they would not be seen until an episode that aired after the official release of the movie.

It's also worth noting that, if I'm remembering correctly, in black-and-white, the "colours" looked pretty much the same. When Star Trek first aired and really for many years after , black-and-white TVs were still a big thing, because they were cheaper.
