User Info: ODSTrooper ODSTrooper 9 years ago 9 I don't think the spot were you wait is importent but i was waiting close to the big wall, and you can see if it's a tax collector by looking at youre map, if you see this red spot than it's a tax collector.

Probably not, though I can't say for sure. I've encountered a few myself. If we can continue playing after the story you could rome the city doing things and manybe encounter one.

All the random encounters in this game seem to be extremely rare the tax collectors included. When you encounter one, the mini map uses the same symbol as the thieves who stole your cake in previous games. Oh and as with the Borgia couriers, don't kill them, tackle them. The tax collectors appear on the minimap as the pickpocket icon from ACB. All you have to do is chase them down and Tackle them, or Leg Sweep them if they're close. He was coming at me from a different direction than in the video, but still, there he was.

And yes I had completed the game and locked all my dens, and no I wasnt in full awareness. So neither one is a requirement. Posted by Mike Langlois on 20 Oct 20 at I didn't have one appear until I lost control of a district. I hid near a bank in the district I lost control in. He appeared right before the deposit. Maybe losing a district increases the chances that he'll appear. It would make sense. I spent hours trying the solutions here. They may work for some people but they did not work for me. I suspect the achievement becomes unobtainable, or much more difficult, once you lock every den with a master assassin.

I eventually decided it would be easier to start a new game.
